Nothing says "declining industrial city" quite like chain link topped with barbed wire or razor wire. Ugh.
I've never thought of Indy as a "declining industrial city"... quizzical remark. And if barb wire topped chain link really was such an indicator, I'm afraid that every single city in America would be classified that way.
This harks back to an earlier comment by The Urbanophile about how crappy Indianapolis looks to visitors. We're blind to the ugly rusty fence.
